I matched Game8’s item page to the English island chart. Both name Twin Capes. I am not adding other characters who might want the item, because that list was not in the sources.
Twin Capes
Game8 and the English gift chart both place the Log Pose at Twin Capes (双子岬). After the first drop, Game8 says Nami’s shop sells it. The same outing also drops a grain ingredient.
Arlong, one article
Skypenguin’s headline says the item makes Arlong a fan. Game8 documents the location and the shop restock, not the fan use. The fan line stays a single source. No other character’s Log Pose request was copied.

Can I buy it?
After the first find at Twin Capes, Nami’s shop stocks it, according to Game8.
Who wants it?
One article says Arlong. That use is not confirmed by the wiki that lists the drop.
