Four ways someone shows up
Game8 and NanoGames describe recruits found on outings, recruits unlocked by another character’s wish, achievement-page rewards, and guests who arrive when a sea is reached. Use the named condition for the character rather than treating every visitor as staff. Carrot’s shared condition is Bartolomeo’s wish in sea 6.
Crew recruitment and rest-area unlocks are separate. NanoGames lists Franky as recruitable in the first sea through his poster and Kaya, while Game8’s rest-area table places his facility in the fourth sea. The sources describe different milestones, so this page does not assign one universal arrival date to both. Luffy, Zoro, and Nami’s rooms are listed in sea 1; Usopp and Robin in sea 2; Chopper in sea 3; Brook and Jinbe in sea 4 by Game8.
What 400+ does not mean
The “more than 400” line is the same publisher copy on the official page and the mobile stores. It is one press text, not two independent counts. The achievement book’s page rewards are a separate, smaller set: page 1 Dragon, page 2 Ace, page 3 Haredas, page 4 Whitebeard, page 5 Neptune, page 6 Sabo, page 7 Loki, page 8 Uta, page 9 Corazon, and page 10 Shanks, Beckman, Lucky Roo, and Yasopp. The page rewards are listed by Game8 and independently in NanoGames. Page 3 is Haredas (ハレダス), not Crocus. Game8’s page-5 heading incorrectly repeats Whitebeard, but its linked character is Neptune, agreeing with NanoGames.
Reviewed character conditions: limited coverage
These conditions are supported by both Game8’s character/achievement tables and the independent NanoGames character list. This is not a 400-character recruitable roster. No unsupported dish requirement, level, or day has been added.
